- Please bear in mind that the electronic reservation system does not work. There are two options of submitting the documents:
- You can to the Kuyavian-Pomeranian Voivodeship Office with the documents and leave them on the ground floor, room 4 (biuro podawcze). You should put them in an envelope. Put your contact details – name, surname, address in Poland and phone number – on the envelope.

- Even if you don’t have the complete set of documents you should submit the application form, 4 paper photos and copies of valid travel documents – it guarantees that you’re already in the process and you can submit the remaining documents later (within 7 days from receiving the letter from Urząd Wojewódzki).
- The application form must be submitted to Urząd Wojewódzki no later than on the last day of your legal stay in Poland as the residence of the foreigner at the territory of the Republic of Poland for the period exceeding 3 months must be legalised.
Required documents:
1. Completed application form: Wniosek o pobyt czasowy255.34 KB – it MUST be filled in in Polish; printouts are available in the ED office.
2. 4 paper photos: undamaged, colour, good quality, 35 mm x 45 mm, not older than 6 months, presenting the face of the applicant from the top of the head to the upper part of the shoulders, light background, frontal position, head uncovered, mouth closed, neutral face expression (just like the passport or visa photo).
3. Copies of valid travel documents (passport and visa) – take your original passport with you, it should be available for inspection.
4. Certificate of being a student issued by the University (you can obtain it in the ED office).
5. Proof of payment for studies issued by the University (you can obtain it in the ED office).
6. Proof of valid health insurance in Poland (e.g. copy of the insurance policy, original available for inspection) – documents should be in Polish and contain the information on the details of the insurance (the scope of insurance). You should also have the confirmation of payment for the insurance, e.g. printout of the bank transaction confirmation (unless it is stated on insurance document). If your insurance is not in Polish it must be translated into Polish by a sworn translator.
7. Proof of having sufficient financial means to live in Poland, and to go back to your country (travel costs) – bank statements from a Polish bank account. You should have more or less the following amount of money on your account:
- 776 PLN per month of stay here (if it is going to be your first temporary residence card then you shall have the money for 15 months of stay here) +
- the cost of the rent (for a room or a flat) per month of your stay here + electricity/gas/water etc per month; you should attach a rental contract and bills for energy/gas/water that you pay regularly (if you pay for them separately); if you live in a Student House you need a confirmation from the Student House Manager stating the costs of room and living +
- at least 2500 PLN for a ticket back home – this concerns foreigners from outside Europe +
- the amount to cover next semester tuition fee
8. Confirmation of stamp duty payment – stamp duty fee of 340 PLN should be paid to:

9. Confirmation of registering your address in Poland – this has to be done in Urząd Miasta Bydgoszczy (City Hall) – Biuro Meldunkowe. There are a few locations of Biuro Meldunkowe but it’s best to go to the office in 14A Jezuicka Street. Before going there, you need to book an appointment by calling this number: +48 52 58 59 450 or via the online system: online appointment booking (you can translate the website into English by clicking in the right upper corner) – this option is recommended.
In order to register the address, you need to fill in the form: Zgloszenie pobytu czasowego137.45 KB and take it together with your passport and visa to Biuro Meldunkowe. Part 5 of the form needs to be completed by the Student House Manager. After you submit the form to Biuro Meldunkowe, you will have to apply there for a certificate proving the registration of address, for which there is a fee of 17 PLN.
After receiving a positive decision on being granted a temporary residence permit, you will need to pay PLN 25 for issuing the residence card. This payment can be done later, after you receive a letter from the Foreigner’s Office informing that you have been granted the temporary residence card. The payment should be made to:
